    The full plan is not available for a simple download only bits and pieces why not allow the public to download the full report attachments and amendments.
    why hide the report making it difficult to download the full report so we detroiters who pay big taxes can see what’s planned. 

    Why should the media and kellogg know more than the citi’s citizens

    what is there to hide I I could set up a simple program to allow the download of the full report if I am given access to it so detroiters can see the whole thing.
